The institute is an affiliated organization of the Labour Union of Thessaloniki and covers all the northern part of Greece with its activities.

The main reasons of its establishment are the following:

Increased unemployment and qualification problems especially between young people and women.

Insufficient possibilities of these groups to get the adequate vocational training.

Lack of training courses concerning new technologies and qualifications

These problems are accentuated in the isolated and remote mountainous areas. Especially women in rural areas are faced with "social marginalisation" due to increased responsibility in the family and insufficiency of appropriate support schemes (like child care structures).

Know-how and exchange of experience and development with other European bodies.

New methods and tools for providing training and advice to the above mentioned groups
