Project Coordinator:
With an annual turnover of near to ECU 5 million, INMARK is one of the largest Spanish groups of medium-size private consultancy companies specialised in market assessment, commercial and institutional marketing, strategic planning, corporate and SMEs financing, information technologies management, project evaluation, socio-economic impact analysis, and regional and local economic development policy formulation and implementation.
INMARK co-ordinates for Spain, as part of the corresponding european consortiums, a number of telematics/telework related projects called namely WOLF, JOINT, SYNERGY, ARTISAN, SABRE, TELEURBA, EXPUN, RITE, BRITEUR, PRACTICE, ACCORDE, TELDET, DIPLOMAT, EPITELIO, MUNICIPIA & ACTORES.
INMARK will act as Project Leader, Management and leader on whole workplan actions. The staff working in the project is the following: Mr Andrés Dochao, Mr Rubén Riestra, Ms Yolanda Ursa, Mr Jose Antonio Barragán

2) IEPALA (NGO - Spain)
The EU projects participated in last 2 years are the following: Prevention of drug abuse. A Management strategy at the local level (DG External relations and Argentina Counterpart); Organisation, Education and Work of Blind People (DG VIII & Ecuador Counterpart); Integrated Rural Center of Education and Health. Productive Unit in a Marginal Zone (DG VIII & Mexico Counterpart), Resettlement of Population in Departments of San Fernando and San Francisco Moraz (DG I, El Salvador Counterpart); Systematic course of human rights (DG X).
The staff working in the project will be the following: Maria Pilar Colchero, Joint IEPALA General Secretary, Documentation Centre Director, and Graduate in Social and Political Sciences. And the following computer technicians and documentalists: Lola Peña (Journalist), Maria Jesus Garcia (Graduate in History), Yolanda Fernandez (Graduate in Pedagogy), and Javier Simó (Computer Programmer).
This entity is identified as a non - profit organisation and it has the configuration of a foundation created on the spanish law basis. IEPALA has a turn over of 1.250. 000 Ecus the past year and there is a number of 16 persons working at full time and 10 more at part - time.
3) Ayuntamiento de Cuenca (Local Council - Spain)
Cuenca Public Local Council wants to participate and
promote NETIZENS project throughout their Social and Employment
Services which is hardly involved on the development of the Civic
Network concept as a competitive tool for sustainable development
in the city. Our current work is linked with the web and
communication services at http://www.epitelio.org/cuenca
where we try to promote the Information Society on a human
scale.
Our main current activity - besides running this Web Site as
similar to UK on line approach, news service and discussion areas
- is developing a campaigns to enable everyone in the city to be
able to join in their own local online community.
The staff working in the project NETIZENS will be the following
experts: Mr Pedro Jose García Hidalgo, Mr Julio Pareja and
Mr Mariano Aragon.
The sociocultural Association Grupo Cinco Cuenca, born with the initiative of a group of proffesionals formed by three Social Works graduates, one Geographic and History graduate, one Graduated as a teacher and one Clinic's Auxiliar, that in December of the year 1996 decided to found Grupo Cinco Cuenca as a way of alternative employment. It is a non profit organisation registered under Spanish law 191/1964 of 24 of December.
The Assocciation is focused on areas such as Sociocultural promotion, Youth and Woman promotion. The internal organization of the Association is arranged with neighbourhood groups and throughout a horizontal structure where all the members have the same responsabilites, duties and rights.
The association has participated in local activities and projects whose are mentioned bellow:

This entity is identified as a non - profit organisation and it has the configuration of an association created on the spanish law basis. Grupo Cinco has a number of 6 persons working at full time and 4 more at part - time.
5) Comunidad de Madrid (Regional Council - Spain)
ICM (Informática de la Comunidad de Madrid) is representing the Regional Public Administration of Madrid (Spain) within the NETIZENS proposal. ICM is in charge on integration of Regional policies and Telematics in local context. GEMA is the name of a Regional project which is committed with public administrations in order to provide access from citizens to public services based on Internet and client/server applications of free and public access. This objective has been initiated by the Madrid Council five years ago and it integrates technical solutions with a range of tools suitable for administration issues, statistics controls and free access to local and regional directories on Internet.
ICM is interested on NETIZENS experiences because it will suppose a key demonstrative activity for allowing the confluence of on going Regional Telematic Programmes to a wide range of users throughout Civic Network models and for an extended groups of users.
The staff working in the project will be integrated by following experts: Mr Rafael Moya & Mrs Helena Padilla .
6) ACORDE (NGO - Spain)
ACORDE is and Association linked with social and cultural services for citizens in the city of Cuenca (Spain). This Association has taken the commitment to develop this type of services throughout the Youth Centre named as "Ágora". ACORDE is developing activities such as workshops and leisure and educational programmes about nature and its conservation. The main work in the field of education to young people is for training teachers on different matters such as management and organisation of activities for children.
This organisation has an extended experience on campaigns organisation and they have develop programmes in such sense in collaboration with Regional Administrations and with Local Council of Cuenca. They have worked recently with healthcare programmes and specifically with prevention tasks with alcohol users in local schools of Cuenca (Spain).
Another key activity on ACORDE background is the management of the Local Information Centre for young people. This programme is contributing to NETIZENS with a key experience for information services design and its promotion among users.
The staff working in the project will be managed by Mr Luis Carlos Ojeda (Expert on Social Services for communities).
This entity is identified as a non - profit organisation and it has the configuration of an association created on the spanish law basis. ACORDE has a number of 4 persons working at full time and 7 more at part - time.
7) Carelia Science Park (Centre for Information Technologies and Industry Development
Carelian Science Park (CSP) limited company was founded on April 1990. Shareholders of CSP are: the City of Joensuu (44% of shares), North Karelian Regional Council (23%), Foundation of Joensuu University (11%), North Karelia Polytechnic Ltd (11%), Joint Educational Municipal Board North Karelia (11%), invested 2370 000 FIM to the share capital.
In April 1997 Carelian Science Park was accepted as a full member of European Business and Innovation Centre Network (EBN). After that the business support, business development and technology transfer units of CSP has been called BIC CARELIA.
Science Park activities can be divided into two sections:
- activities of BIC Carelia as promoter of new innovative
enterprises and as a positive developer of entrepreneurship business
environment,
- activities of the tenant small and medium sized enterprises (SME's)
in the science park premises (CSP-SME's).
In 1997 turnover of CSP Ltd. was 7,5 FIM million and there were fourteen persons employed. Total turnover of the CSP-SME's in 1997 was 51 mill FIM and the companies based at the CSP employed about 150 persons.
Carelian Science Park covers an area of about 4000 m² of office space in premises located at Länsikatu 15. About ten percent of the officespace is in CSP's own use. The rest 3600 m² have been rent to the CSP-SME's.
Principal fields of activities of the CSP-SME's are:
-telematics, information technology, software and multimedia 17 enterprises
-wood, forest, and environment technology 3 enterprises
-material and process technology 9 enterprises
-business services 12 enterprises
Carelian Science Park Ltd. is a member of the Finnish Science Park Association (FISPA) as well as of the International Association of Science Parks (IASP). The contact network of CSP offers the North Karelian SME's access to 850 Finnish high technology companies and thousands of international companies operating in the technology centres and science parks.
The staff working in the project will be integrated by Mr Alfonso Gutierrez (Business advisor) & Jari Aaltonen (Business advisor).
8) Ravalnet (NGO - Spain)
RavalNet it is the Citizen Networks of the neighborhood of The Raval of the city of Barcelona. The Raval is one prostitution neighborhood, drugs, poverty, strike, alcoholism, violence, absenteeism school,... in fact of social exclusion.
It is basic objective of RavalNet to develop the occupational training in new technologies of the information and the communication, having how objective the creation of employment. At this time has three fixed associates and it is the driver of the Workshop School "Xarxa".
It has participated in the EU project, EPITELIO.
The staff working in the project will be the following: Artur Serra (Expert), Enric Basela (Professor), Mª Angels Temprano (Social Worker), Helena Palau (Advocated), Anna Perez (Professor, Graduate in History), Isaura Rovira (Advocated), Hosni Houmi (young of the neighborhood, granted student), Juan Carlos Cordero (young of the neighborhood, Professional Formation from 2º degree).
9) Manchester Metropolitan University (University - United Kingdom)
MMU is one of the University Enterprise Training Partnerships established under the former COMETT programme specialising in IT and Telecommunications. Operating now for six years it has worked with the community, private, public and university sectors to develop courses and learning aids for a wide range of target audiences. These have included SMEs, charities and the unemployed.
EU projects participated in last 4 years: COMMET programme (short course on EDI for SMEs, Telework facilities for women, multimedia application an ISDN) (studies on Telework and Teleservices), ERDE (Electronic trading networks for SMEs), NOW ( Multimedia for women in cultural industries)
MMU will have an important and key role on two faces on the project: the assistance on defining European cooperation framework between third system organisations in Spain, United Kingdom, Finland and Italy and the support to training and disemination actions as well as the evaluation and analysis of the NETIZENS impact on socioeconomic and employment terms.
The staff working in the project will be integrated by following list of experts: Mr Bernard Leach, Ms Claire Shearman, Mr Dave Unsworth and Ms June East.
10) Civic Network of Bologna (Local Council - Italy)
Started in January 1995, (now basically implemented, but we are continuously developping on it new functionalities and services) the Bologna Civic Network or "IPERBOLE" as it is named concerns the creation of a free-of-charge "civic network" on Internet, as a "necessary" measure - among others - to implement teledemocracy and participation through telematics, as the accomplishment of new forms of learning and communication. Being a civic network it is aimed at all Bologna citizens, associations, schools, other public administrations and SMEs at a metropolitan level. The Municipality offers free of charge the e-mail service, news, direct access to the municipal www (http://www.comune.bologna.it/ connected to other local, national and european servers), free full-Internet connections and to its free resources to all citizens requesting it. Full Internet with a small charge has been made available to local companies and citizens. Full Internet free of charge (promotional initiative) has been offered to the economic associations and other organisations relevant for the area productive area. This is to be meant as a real "new right of citizenship", also in an economic sense, that must be guaranteed and supported by the "Public Authority": in other words, a "public door" to global connectivity.
The Public Local Network - connected to the world network - thus becomes a means of spreading generally useful information and services; of a two-way communication between the Administration and society (free e-mail and news groups: local ones are more than 35 on different subjects as traffic, urban planning, transports, social problems, culture, environments, etc.) and among citizens themselves (e-mail/news groups); a way of listening to and gathering needs/suggestions/proposals/requests, concerning transparency and participation to decision-making processes, and electronic democracy.
Further, it characterizes itself as the experimenting of an advanced system of service distribution and control of their quality, of simplification of burocratic procedures, of feedback monitoring and consequent analysis, of spreading and exchange of knowledge, of releasing resources at this level, thus reinforcing the competitivity and the dynamics of the economic-productive tissue.
In order to reach this strategic end Bologna City Council has activated a specific service - IPERBOLE service - investing considerable economic, technological, professional resources - even establishing connections with other external bodies (public and private) both as users and information providers. This way of connection, of integration and of reciprocal visibility can easily be extended to a European level (and even worldwide). We intend consider beside the hierarchic model (TV) - with a strong central point and an imposed semantic - with a distributed model, having local, partially spontaneous and creative semantics, in which the construction of the system is the result of the different contributions of the collectivity.
Some figures about Iperbole at 30 June1998: 13.229 individual users - 602 collective subjects - private, public, no-profit - 60 schools are connected also as information providers, 127 Public Administration and public imterest services - 242 municipal offices connected (152 connected via Iperbole, 90 connected via Intranet (Lotus Notes System, 1750 employees connected and 1000 employees already trained); 17.209 files of information, more than 13.000 telematic visitors every day.
After three years and half of activity: 212.900 phone calls (about 280/300 calls every day), 28.550 demo, 79.800 technical assistance contacts (at desk, via telephone/fax/e-mail), 33.550 technical information kit (manuals), 23.960 diskettes distributed (connection and html software), 26.850 general information kit, 57.000 dépliants, 60.500 e-mail received and 38.660 sent, about 25.000 questionnaires filled by users and processed, more than 1000 consultancies given on the experience to other P.A., agencies and research centres. Bologna's "telematic visitors" are about 13000 per day: 60% of them are Italians, 30% Europeans, 10% are from the rest of the world, mainly from the United States.

11) UK - online (NGO - United Kingdom)
UK Communities Online is a new initiative that promotes the Information Society on a human scale. Our main current activity - besides running this Web Site, news service and discussion areas - is developing a three year campaign to enable everyone in the UK to be able to join in their own local online community. This will culminate on December 31st 2000.
Who we are
A formal constitution for UKCO is being put in place. Meanwhile the campaign is being developed by a core team supported by an advisory board. The core team of UK Communities Online at the moment consists of:
Until such time as a formal constitution is in place, UKCO's finances are being handled by Aston Charities Trust who have also funded the salary of Michael Mulquin as a full time paid organiser for an initial year. There is also an advisory group to give guidance and help the work programme.

We have received start up funding from the UK Government's Department of Trade and Industry and other partners and sponsors. During the rest of 1998 we will continue developing our campaign strategy with practitioners, partners and new sponsors.
