The Rete Civica di Milano (meaning "Milan Community Network" and known as RCM) was inaugurated in September 1994 at the Civic Networking Laboratory of the Computer Science Department of the State University of Milan, Italy.

RCM is a project, supported by some sponsors, designed to offer a free, effective,and easy-to-use on-line environment to various members of the community,private citizens, non-profit organizations, governmental institutions, and companies, thus guaranteeing the right of on-line citizenship to all.
